Hollie P. Mooers, President
Ms. Mooers has a broad-based understanding of complex federal and state safety and health laws and regulations with a proven track record in regulatory negotiation and policy development and implementation. Over twenty years experience working in commercial and federal government safety and health settings has given her direct management experience in business and program development, management of large and small scale projects, quality oversight and utilization of services, stakeholder involvement, and direction of technical and administrative personnel. A recipient of several awards, including Vice President Al Gore’s “Hammer Award,” Ms. Mooers’ expertise is a valuable asset to those desiring to create, implement, enhance, or evaluate a program that protects worker health.
During her service with the U.S. Department of Energy, Ms. Mooers gained national recognition as an expert in the area of Occupational Medicine Program Management, Integrated Safety Management and Performance Measurement. As a small business owner, Ms. Mooers developed, implemented, and now manages a comprehensive, integrated occupational health program for a federal and contractor workforce of over 12,000 multi-disciplined workers.
John A. Calcagni, M.D., Medical Director
Dr. Calcagni has over forty years experience as a practicing physician in the federal sector. Beginning his career in the military, he has since served with both the U.S. Department of Energy and NASA. In his current role as HPMC’s Medical Director, Dr. Calcagni is responsible for the comprehensive, integrated occupational medical services for over 12,000 federal and contractor employees at the largest environmental restoration site in the nation.
His vast leadership experience includes hospital management, committee leadership and fiscal management. This includes monitoring and surveillance, diagnosis and treatment of injury and illness, legacy health issues, employee counseling and health promotion, case management, and other occupational medical services.
Laura Mills, Manager, Contracts & Administration
Ms. Mills’ organization provides all of the Contracts Management, Human Resources and Business Administration support for HPMC. In this capacity she ensures that HPMC’s commitment to provide real-time trend analysis and forecasting is customized to meet the needs of each client. Ms. Mills has more than twelve years of experience in various business capacities for organizations specializing in government contracting. She will provide meaningful information in a timely manner so that effective business and programmatic decisions can be made.
Chris O’Leary, Deputy Principal Manager
Ms. O’Leary has extensive experience in non-profit and for-profit as well as private and public healthcare settings including hospitals, physician practices, hospital-based rural health clinics, a freestanding cancer center and an occupational medicine provider. She brings over 25 years of management and supervisory experience in healthcare operations to AMH. Ms. O’Leary is certified in healthcare compliance with experience in developing and maintaining compliance programs.
Kimberly D. Conley, M.S., M.P.H.
Ms. Conley has twenty years experience working in the fields of preventive and rehabilitative medicine. Over the last decade, she has been a contractor for the federal government providing leadership and management for occupational health programs including population health, medical surveillance, epidemiology, health education and promotion, industrial rehabilitation, and ergonomics. Her experience in the private sector includes academic settings, hospitals, industry, corporate health , fitness facilities, and other health care organizations. She is regularly sought out for her expertise in occupational health and safety and productivity management. She is formally trained in Occupational Health and Safety Management and Exercise and Applied Physiology. Ms. Conley is certified by the American College of Sports Medicine and has had additional training in public health, sports medicine, occupational physiology, ergonomics, functional capacity evaluation, and nutrition. Ms. Conley’s management and programmatic experience, combined with her unique set of knowledge, skills and abilities has made her a valuable asset to organizations which value improving employee health, safety and productivity.
L. B. Sandy Rock, M.D., M.P.H.
Dr. Rock has almost forty years of medical experience with a wide range of experience as a practicing physician, medical director and consultant for government agencies, public health organizations and the private sector. As the Risk Communicator for HPMC, he uses a science based approach to communicate effectively in potentially high conflict and/or controversial situations. In this role, Dr. Rock researches and facilitates discussions about emotionally charged, medical and environmental issues that include community and industry representatives, stakeholder groups, the workforce, and interested individuals. Dr. Rock has additional training in occupational medicine, population health, risk assessment, epidemiology, and toxicology. Dr. Rock is devoted to several environmental causes and raising awareness about public health issues and pandemic preparedness.
Larry W. Bailey, Ph.D.
Dr. Bailey has been a licensed Clinical Psychologist for 30 years, with extensive experience in a variety of institutions including the U. S. Navy (active duty and reserves), academic settings, and private practice. He has authored numerous articles and one book, and offers seminars on topics related to stress management and communication skills. As the Manager of Behavioral Health Services (BHS), Dr. Bailey provides the leadership and expertise to efficiently and effectively manage the BHS division for over 12,000 federal and contractor employees, while also providing clinical services such as employee assistance counseling, screening evaluations, psychological assessments, and Human Reliability Program evaluations and monitoring.
Cleve Mooers
Mr. Mooers has over thirty years of experience in highly regulated industry with senior management experience in facility operations, developing regulatory strategies, developing and implementing public involvement programs, and conducting in-depth performance based assessments of projects, plants, and facilities to establish compliance with contractual and regulatory requirements. He also has hands on knowledge and practice in complex federal and state environmental, safety and health laws and regulations with a proven record in regulatory negotiation and policy development and implementation. His management experience in developing new products, drafting and implementing marketing strategies, business development, developing activity based cost estimates, consultation, and program development have resulted in quantifiable benefits to his clients.
